José Antonio Moreno Rodríguez has a Masters in Law Degree (LL.M), Harvard (1993), having received an “A” (Excellent) qualification in his thesis submitted to Professor Emeritus Arthur Taylor von Mehren. He is Doctor in Law (Summa Cum Laude) at the National University of Asunción. He is Member of the UNIDROIT Governing Council and also Member of the International Chamber of Commerce Arbitration Court. He is the Executive Director of the Centro de Estudios de Derecho, Economía y Política (CEDEP – www.cedep.org.py) and current President of the Asociación Americana de Derecho Internacional Privado (ASADIP – www.asadip.org), comprised of the leading jurists of the continent in the field. He is also a Member of the “International Academy of Comparative Law”

He is one of the two Latin Americans of the fifteen experts in the Working Group regarding the Principles of International Contracts and Arbitration of the Hague Conference on Private International Law, and was a member of the Special Commission formed on this regard and Representative before the General Council meeting of 2014. He was also appointed as Expert by the Organization of the American States (OAS) for the training of Judges in the Americas on Arbitration-Law matters. A former Dean, he is currently a Professor in both Undergraduate and Graduate courses in Paraguay and a Graduate Professor at Heidelberg University in Chile and at Paris Pantheón-Assas University (he has also been invited in such character to the Externado University of Colombia and the University of Buenos Aires, within other institutions). He has been a speaker in diverse seminars and events in the country, the region, North America and Europe. He is author of several books and legal articles published in the United States, the UK, Spain, Peru, Colombia, México, Chile, Ecuador, Argentina and Brazil on international contracts, arbitration, banking law and capital markets, foreign investments and commercial law, among others. He is enlisted as arbitrator at many institutions, such as the International Centre for Settlement of International Disputes (ICSID), the Centro de Arbitraje de la Cámara de Comercio de Paraguay, the Comisión Mixta del Río Paraná (COMIP), as well as the Interamerican Committee of International Commercial Arbitration (CIAC), the Chamber of Commerce of Lima, the AMCHAM Perú and the Bolivian Chamber of Natural Resources Arbitration. He is member of the IBA, “Recognition and Enforcement of Arbitral Awards Subcommittee” about public policy. He was appointed correspondent of the CLOUT system of the United Nations Commission on International Trade Law (UNCITRAL) and of UNILEX regarding the UNIDROIT Principles of International Contract Law and the Viena Convention on Sales Law. He is currently directing the Globalization Law Library, published by Thomson Reuters and La Ley, also is also a member of Editorial Boards for the DeCITA Law Review, Derecho del Comercio Internacional, Temas y Actualidades (Argentina, Brasil); Revista de la Maestría en Derecho Económico, Pontificia Universidad Javeriana de Bogotá; and Latin American Arbitration Review, Penn State University´s Institute of Arbitration Law and Practice. He also is member of the Editorial Board of the Colección Periódica “Derecho Comercial: Temas de Actualidad”, of Editorial Temis, Colombia; the Editorial Board for the Commercial Law Section of the Editorial Gustavo Ibáñez, Colombia; the Editorial Committee of the Revista de la Maestría en Derecho Económico – Pontificia Universidad Javeriana, Colombia; and the Editorial Board of the book “El Arbitraje Comercial Internacional en Iberoamérica, Marco legal y jurisprudencial”, Antonio Hierro y Cristian Conejero, Directors, La Ley WoltersKluwer, Madrid, 2012. He has acted as Delegate before UNCITRAL at its 39th session (amendments to the Model Law on Arbitration and approval of the Recommendation Regarding the Interpretation of the New York Convention.) He was also Delegate before the CIDIP VII Private International Conference of the Organization of the American States. He acted as delegate before the Special Commission formed at The Hague Conference of Private International Law for the elaboration of the instrument of the applicable law for international contracts.
